If the above solutions didn't work or didn't reduce the lag , Start the game and Go to Options ---> Video ------> Advanced Settings and set everything on low , this should reduce the lag.

We need to work out if it's your PC, the connection or the game itself... There is lag to the server (where the packets take a long time to transfer back and forth) and graphical lag (where your framerates are very low, probably under 20 fps or so) caused by a low-spec PC or higher settings than your PC will run the game at.
Your RAM is a little low, but if you can play L4D1 ok...
When you join a game, are you playing online (official dedicated server / best dedicated) or offline (singleplayer / local host)? When you do finally load, what's your ping to the server? (Hold the scores button, it's 'tab' by default)
After verifying the game cache, try defragging the game files too;
Right click L4D2 in Steam library
Properties > Local Files
Defragment cache
You also need to check your settings, as Brock said above, change all settings to lowest;
AA - off
Filtering - Trilinear
Vertical Sync - disabled
Multicore rendering - off
Shader - low
Effect - low
Model - low
Paged pool memory - high
Make sure no other applications are running at the same time as Steam & L4D2, ie no virus scans, downloads, updates, programs etc...
You can try port forwarding too, but try and go through this thread and see if any of the advice works before we get to port forwarding...
