The first-person perspective for an RPG wasn't new, either - System Shock was one of the first to use it, though I believe Ultima Underworld maybe have been one of the very first. Both Morrowind and Oblivion used the same perspective, and Fallout 3 even uses the same game engine as Oblivion.

Fallout also takes place on an Earth that's completely ravaged by nuclear war, while STALKER is just confined to the greater Chernobyl area.

If anything, STALKER rips off Fallout.
Only in the Nuclear thing, but even Mad Max was around before fallout. Stalker is more about anomalies and the monolith, which is something fallout doesn't do and has been around since the book 'Roadside Picnic'.
Well, yeah. But we're talking about which game is ripping off which, and STALKER's the more likely culprit here, even though they're not really about the same things. Hell, STALKER was ripping off Deus Ex and System Shock more than Fallout... Fallout is driven by the SPECIAL system and stats govern most everything you do, while STALKER was an RPG mostly in that you had inventory management to go through.

I don't think any of them ripped off anything really, all these concepts aren't new at all and even the fallout systems are developed from true tabletop rpgs.

Fallout's SPECIAL system is completely its own. It was developed specifically because they couldn't get the license to use the system they originally wanted to use - Steve Jackson Games' GURPS system.

As far as I'm aware, only the Fallout games and a poorly-received game called Lionheart use the SPECIAL system. There aren't any indications that SPECIAL is related to GURPS in any significant way - GURPS is a 3d6 system, while SPECIAL doesn't use dice at all.

The special system is still based on tabletop games and how they operate though so it isn't anything new, just a new spin on the same type of rpg base. Dice are just stand ins for randomized numbers, so even games like WoW and other MMOs use 'dice' in a sense. Dice are just randomizing machines from before computers.

GURPS is awesome btw, and would make a great video game.

So because the book had nothing to do with actual nukes... the book is not a valid argument...

Having played through both games I feel that no one is ripping any one else off. If anything fallout 3 is ripping off oblivion but there made by the same company so..... :10
