My problem with the shock weapons is that most normal weapons I've come across will deplete a shield in about one shot anyway. So after that you're left with a sub par elemental attack.

You haven't seen the Aliens yet is why. They are almost completely shield with a tiny sliver of health.

so that's why my sniper ALWAYS would one shot them.....(okay, 1.02 shots on a badass guardian)...my sniper ignores shields entirely :-P
