How accuracy actually works.

if a gun has 95% accuracy normaly, and you get 2 versions of it, one with 100% accuracy bonus, and one with 40% accuracy bonus.
the one with 100% accuracy would get, (95-100/2.0)+100 = 97.5% accuracy
the one with 40% accuracy would get, (95-100/1.4)+100= 96.4% accuracy
"another one but with 80% would get, (95-100/1.8)+100= 97.2% accuracy

Accuracy really doesn't count for jack shit in Borderlands, the AI has a faster reaction time than your bullets, so as soon as you pull the trigger they have moved and your thought to be headshot looks like it just flew through his head.
I am not kidding, I tested this, they react as soon as you pull the trigger, moving their head instantly meaning you bullet just flies on by.
