    According to what I've read and heard, you can't get to it. It's just a little easter egg the dev's put in. Apparently though, one guy glitched his way up there (dunno how) and you can't interact with it at all. In fact, its always there, but most people dont look for it until after they see the cutscene.

    tl;dr: Easter Egg, you cant get to it.

    yea...you can get to it but it's a pain in the ass and the worst part is that if you manage to get to him he doesn't do or give you anything at all lol. he's just kinda there. it's stupid
