    This is a true PC game, has everything you need.
    1. Yes, dedicated server files will be available for everyone.
    2. Yes, there is admin tools
    3. RO2 has been in the Steam top seller list ever since it was available for pre-pruchase about 2 weeks ago.
    Edit: There will also be many other cool things, like mod tools, VAC and Punkbuster support (PB optional), demo recording, adjustable FOV, LAN support, commander, squad leader, 64 players, etc...
