Theres a lot of topics on various forms about it, since without it enabled, there is a huge exploit/hack vulnerability. I'm not sure why valve just didn't lock all the textures with a default setting since I can see no legitimate reason that anyone would need to modify those files. The answer that I found on the steampowered forums was that they wanted to leave it up to the admins of the servers similar to running VAC or not running it.

Wow. That one is news to me... Even though we usually don't have much trouble with hackers, this would help keep everyone just a bit more honest.
I think we should definitely consider enabling it.

I was always under the impression that having it enabled would cause some lag and prevent any type of modifications including UI's from working. However if this is not the case and enabling it wouldnt cause any problems.. and would help filter out some hackers.. then im all for it. I dont see a reason not to have it enabled if there is a way to customize it like Icon states.
Personally i dont have anything customized because im a CSS nub when it comes to customization and such. Basically anything you cant adjust in the settings... ive never messed with... lol
