You could give it a try if you want, but I don't think you'll manage to get too far. Could also be an interesting lesson for those that don't understand the type of society that I've created with the Draki.

Essentially he would be considered a "special case" (useless for anything to complex) and do menial factory labor such as santitation duty, directed by hand signals, while being taught how to write the language. He would then, tell other acomplices how to write in Draki through the carrier pigeon messages he sends. To cover his activities, he could pretend to take care of pigeons by feeding them and other birds.
