my tracert shows 67.192.56.39 to be the last hop before the webserver, so it seems to be a connectivity issue between his pc and the webserver (or firewall proxy) itself.
next, tell your friend to go to http://www.whatismyip.com/ and tell us what IP address it actually shows.  this way we are certain that we are looking for the correct IP.
should be all the info deus needs.

i would never expose the vlan number to the outside world. people can exploit vlan hopping to gain access to things they shouldn't. bad rackspace! (they should have called me back when i submitted my resume )

Looks like I stand corrected. He did, in fact, get caught by the firewall, it just wasn't obvious because the ban list stop being sorted for some reason and I didn't notice that fact. Anyways, he's off the firewall now and should be good to go.
