Hmm I was wondering about that since the PQs give out the ones that are permanent I think for some of the lvl 1 rewards. Although they are still only by like +2 for most things unless they are resitances then they are 40 I think.

Maybe they can make some a little better if the higher ones aren't already as +2 isn't really all that much.
