This is pretty sick - possible Pet Serial Killer in Houston
Serial Killer Targeting Pit Bulls In Houston Area « CBS Houston
Seven dogs were found dead, six of them pit bulls, over the Martin Luther King holiday weekend. Three of those pit bulls were fatally shot, while the other four dogs suffered blunt trauma to the head.
Crossley said there is suspicion that a dog-fighting ring might be behind these pit bull deaths, but that there are “some things that don’t add up.
“All these dogs appeared that they were pet dogs, no fighting wounds,” Crossley told CBS Houston. “They were not fighting dogs.”
She added that it is “highly unusual” for pit bulls to be targeted.

Thus supporting my point for mandatory psychological analysis during census.
wouldnt get everyone, but all it'd have to get is 1 person to make it worth it.

Perhaps, perhaps not. It's no cause to go off the reservation and kill random dogs (especially ones in crates).
And if dog bites/attacks are to be accepted (not implying that you accept the retaliatory behavior in your hypothetical) then there are a lot of other more "Family-friendly" dogs that are possible targets, moreso even than the Pit Bull).
I do believe that Cocker Spaniels, of all things, is the breed with the highiet bite rate.

Reminds me of that incident where this former military serviceman heard his dog get shot in his back yard and then proceeded to chase the perps in his car halfway across the county. There was 911 recording of the operator telling him to slow down and the cops would find them since he had a description of their vehicle. He told he to shove it because no one was killing his best friend and getting away with it, he was reporting speeds and headings like a boss, hitting upwards of 100+ mph chasing these what turned out to be teenagers / adolescents. I think that was in Texas too. All I can say is I hope some one similar catches them in the act and gives them a taste of their own medicine.
