It's a satirical bill being used to make a point about bad Republican legislation, but apparently some people don't realize it.

Holland said while the bill may have been in jest, the point he is trying to make is as serious as it gets.

"I did it to rebut all those damn Republicans down there who want to run illegal immigrants out of the state, and drug-test welfare people who can't help being on welfare," he said. "What I was doing is showing that we need to be serious and more sensitive about how we approach our responsibilities, and need to think about the human level of the things," he continued.

People who took the bill serious "need to get a life," and that anyone who knows him knows he's apt to pen a joke bill now and then to get his point across.

Just throwing this out here as an FYI:

NPR pointed out that it is similar to an incident in the Oklahoma legislature earlier this week when a lawmaker sarcastically added an amendment to a pro-life bill stating that life begins at ejaculation.

Fair enough.
