In the general elections, yes. Basically when you vote for someone in your state, you are actually voting for a set of delegates to vote for that person at the EC. Whoever wins the 50%+1 in your state, their delegates vote or hem when the EC vote is held (there isn't an actual meeting, I guess it happens mostly at state houses *Shrugs). The thing is that, while they are expected to vote for that candidate, an delegate doesn't have to actually vote for the candidate (or the candidates vice president), but changing your vote pretty much means you are going to never be a delegate for the rest of your life (and probably kicked out of your party, etc. etc.)
