Judd was able to get on the ballot by paying a $2,500 fee and filling out a form known as a notarized certification of announcement, state officials said.
Mountain State voters told The Associated Press that even though they had no idea who Judd was, they wanted to cast their ballots for anyone but Obama.
"I voted against Obama," said Ronnie Brown, a 43-year-old electrician from Cross Lanes.
"I don't like him. He didn't carry the state before and I'm not going to let him carry it again."
this answers a ton of questions really.
