I don't think Obama told corporations not to give empolyees a raise.
And yes me as a federal employee might see a decrease in pay. There is talk of removing our overtime which makes up 25% of our income at the law enforcement level. Not to mention the possibility of furlough. So while the average working American has seen an 8% decrease in income, our agency might be hit with a larger hammer.

That's just not true. In my field (IT) salaries have gone up and if I was not assigned overseas, I would already have taken a private sector job making significantly more than what I make now. But even that is not really the point here. For those that want to continue the freeze, I ask you how do you motivate employees to excel and how do you attract new talent without pay raises?

With the current state of our economy, you don't need to increase wages to attract new talent. There is a huge excess of employees right now and that is the reason why wages have diminished. Employees are subject to supply and demand. There is a huge supply of employees 7.9 unemployment rate (really closer to 15%), which means that employers can pay less for those employees, thus diminishing wages.
As I said I don't agree with the pay raises, the main reason being the current economic and financial health of our country. Still, this extra spending is literally a drop into an Olympic size swimming pool. That 14 trillion dollar deficit was a result of massive military spending, bailouts, tax cuts, medicaid and social security. So although I don't agree, I know that this is not going to contribute greatly to an already grossly unbalanced budget.

Those 7.9% are not skilled or sought after otherwise they would not be in the 7.9% In the real world you always need new talent because attrition happens. I have positions open that I can't fill because there are no qualified people available.
