I just simply disagree with this. Not that it really addresses the fact that in most businesses, the talent goes where the money is, and unless there is something other than money to keep them around, they leave.
And for the government contractors, of course the government is going to contract out a lot of their work as it is likely less expensive. Heck, at my work we previously had contracts with FEP (Federal Employee Program who just left us in 2012 and we still currently have DOD (Department of Defense) on contract. Why? Because it would cost them billions in order to do what we can do. In return, we have to abide by strict rules and quality expectations that are set in the contract.
The government doesn't do this for EVERYTHING. Just for when it makes sense for them to do it.

Why would i take a pay cut and acquire a boss to go work for the gov? My buddy in the navy has been trying to get me to go back to working for the gov for years. He sends me emails every month for where all the jobs are listed and whats available. In all fairness though i do have an appointment scheduled for a physical to see if i can go work for JAMS in afgan but odds are i will never pass due to my injuries.

Which proves my point about jobs being available but we can't find the right people. You gave a perfect example. Assuming you have the skills for that job, but you may not qualify for it. As for the raises without the money, one week in Afghanistan easily costs way more than all these raises will.

Maybe my previous statement was to bold in nature. Your pretty much saying what i meant. It makes no sense to farm out work you can do in a cost effective way with the people you have.
I just get a bit tired of hearing government employees talking about how they are the best in their field when it simply is not true. Those that are the best in their field dont work for one company and If the government did have them lockheed would have no use for its skunk works because the government would be employing those people. They work as contracted help for a whole lot more money. My parents were in that group and it why i lived in so many different states and cities.
People with those skills work for contract houses not companies and they typically have a huge chip on their shoulder. We use to have a family friend that had a car carrier full of cars and i mean a semi full that would go from job to job with him because he didnt want to not have a choice. That was according to him but imo he was kind of a douche so it was his was of saying look at how well im doing.
What you can count on when your dealing with those types of people is if you make 20 an hour the contract house is charging 75 for the contractor to pull down 30-40. Most people have no idea how it works. All they know is some guy is making more money doing a job they think they can do and sometimes they're right but most times they dont have the knowledge to actually do the entire job.
Other times the entire job gets farmed out which is what i assume you have going on. I have a mill work place up the street from me that does the couplings for the new fighter jets. It makes no sense for the government to buy all the equipment it takes to do that unless they are willing to reprogram all the machines to use them for different projects.
But im just some dumb ass flooring installer working well below my intelligence level because the money is better and i wouldn't last working behind some desk.

That job is a bit different then the average government job. Its basically a civilian in a war zone keeping track of, building, and delivering weapon systems. My injury is what might take me out of the running and few people share the type of injury. So your talking about 1 ordnancemen out of the entire MOS. On top of that your talking about people willing to step into a war zone without being under contract. If anything that is what keeps positions open for that job.
There are plenty of people looking for jobs and looking to get back into their field. The problem is the government much like a private company turns its head at people that have been out of their field for a year or two. The people are there but you have to be willing to let them back in even with those gaps in experience. They had the talent before and may need a minute to get it back but no one is willing to let them have the chance.
