The government could also do a better job of accounting when it comes to budgeting. As has been mentioned a few times, branches/places/agencies/etc. will spend all the money they are budgeted because if they don't, their budget for next year is cut. If it went off what costs are needed for that year, it'd probably save some money (basically expected costs, put the budget slightly above that, if the place/etc. etc. plans to do some projects that will cost more, increase it (assuming they are needed)).

I think he's basically saying that placing full blame on Obama is silly, and that the entire system looks and smells like dog shit.

I dont think anyone here blames just Obama. However he is the one on tv all the time putting blame or threatening to put blame on the other party for not getting what he wants to shove down our throats. Dont get me wrong im not saying he is alone in that nonsense but he is the predominant one at the moment and lets face reality people keep standing up for him every time he sells us out. Which they aren't alone in that either. Some people defend bush for some of the shit he pulled. Its almost like they enjoy getting fucked.
