So a document has been leaked that contained legal basis for using drone strikes against American citizens overseas (I think it is just overseas). It goes into a little bit, but this line is the one that stuck out most for me:
The paper adopts a broad definition of "imminent threat", saying it is not necessary to produce evidence that a specific attack is being planned if the target is generally engaged in plotting against the US.
