Not so sure this is possible in our life time. It sounds like they are trying to go from step A to Z and skip everythi's'sng else. Also go read Michio Kaku's book physics of the impossible where he goes into depth about what it would take for us to harness this technology and develop it.

I think it's relevant to point out that the book you reference was published in 2009. That can potentially be a very long time in these rapidly changing fields.
Here's the actual paper from NASA

Pg 7 gives an outline as to what they're attempting to prove/do with the Warp Field Interferometer
At any rate cool stuff and things might have changed, somewhat since Kaku's research and publishing.

Kaku...always seems to not really be a scientist and more of a wishy washy, hand waivy type of guy.
