If you live in apartments get ready, sadly that's probably just the beginning I'm sure city's will follow suit.

It seems like overkill to me, but I also understand it in a way. When I lived in my apartment a few years back, that was one of the rules they stressed when you signed your lease. If you have a dog, and it poops somewhere on the complex's property, then you pick it up.
Basically it comes down to....if you want to do whatever you want, then buy a house. Otherwise, you live by the rules you agree to when you sign your lease.

Sigh. This is dumber than dumb. I say that as someone who picks up after my animals now (house) and before (apartment). I feel similarly about people who don't pick up after their animals as I do about people who don't pick up after themselves.....not good. But.....testing and tracking and all the rest is overkill and I smell a greased palm or three somewhere in here (probably from whichever lab will be doing the testing and data tracking).
Stupid. But people can't clean up after themselves, their children or their animals so that is why we can't have nice things.

I'm going to assume those costs will be paid by whoever actually gets caught. Most apartment complexes already charge basically as much as they can and still be able to rent the place out, so it's not like rent is going to be able to go up.
If someone gets caught, they're gonna have to pay those fines. I imagine those complex's next generation of leases will have stipulations in them involving large fines when caught not cleaning up after animals.

but to find the offensed they would have to DNA test every dog in the complex till they found the culprate and he could argue why should he pay for all the other dogs DNA tests or something like that then making the dogs submit to a dna test in the first place dunno the legal issues of that if the owners refuse
