Then they find themselves in court and Hub is on the stand with videos of them lifting, twisting, stooping, running, playing golf, mowing lawns, and even actually working a job under the table.

Unfortunately I don’t think that happens often enough. With the amount of people on disability you would probably need a large army to investigate and monitor every one. I bet they only catch a small fraction of the people that lie.
Also did you know that you can get disability for depression? I'm not saying depression is not a valid reason, severe and chronic depression probably restricts your ability to work more than a bad back. I'm simply pointing out how easy some one could fake it to get disability benefits.
Also I bet doctors are much more likely to say someone is disabled. They don't want the liability of saying you're not disabled, then you're forced to work. If that person gets hurt on the job, and another doctor testifies that they were not in a condition to work, they might possibly get sued. Also I'm sure they want the repeat business, if someone says they're hurt and the doctor says you're faking it or there's nothing wrong with you , that person is not likely to see them again.
