Why are the bulls horns sharp enough to impale? Can dull them down enough to still look real without being a hazard.

Cant people just stop running by the bull? Maybe its just me but i dont feel a whole lot of sympathy for people that get hurt like this. If someone pushed him into it sure but that aint what happened.
