Your second statement makes no sense - this was a shooting on a military installation, there were plenty of people walking around the place with guns. This wasn't a shooting at a movie theater or mall - it was on a military base, so wtf is your point?

You are 100% wrong. The US Govt ensures that all service members are not allowed to arm themselves while on base inside the US... Here are the Navy's rules: New Firearms Policy Released

This is also why the Ft. Hood shooter was only stopped by a police officer.

The guys at the gate are armed to the teeth on the Army bases that I visit.

Yep. But as far as I know the shooting started inside the facility. The gate guards don't typically search POV's or bags of people entering. Nor would they be able to leave their posts unmanned in the event of a shooting event.
