LOL!! That would be great. Start by taking the funds out of the Congress's pockets. LOVE it.
Take that a bit farther.
The best way to get people engaged in gov't, and ultimately lower taxes, is to end the withholding. Make people write checks for every cent of their taxes due. If every three or four months, people had to send in cash for their "fair share", rather than have it held from their checks, I bet people would pay MUCH closer attention as to where it's going and how it is being spent.
