    It doesn't work in Chicago because they aren't restricted/banned around Chicago. Even if they were restricted/banned in Illinois, it wouldn't work because they weren't restricted/banned around Illinois. It's why I don't support gun bans, they won't work if the surrounding areas also don't ban guns (and federally, we have way too many guns now to prevent black markets).

    They don't work because gangs don't follow them. You could clear every last gun from the 5 state area, and gangs would still be killing each other with guns.

    And let's, just for the sake of discussion, pretend that we could get evey gun out of the hands of the gangs. We would have drive-by archery hits, stabbings and stonings. Point being that murders would still be happening because we didn't address the cause of the problem, only the tools being used. Guns don't kill people just like hammers don't build houses and forks don't make people fat.

    How do we legislate away human behavior and the logic behind it?

    He refers to 'policy makers' which I can only assume are politicians. He goes on to say 'develop policy' which I can only assume is legislation.
