Well to be fair though, he is the commander in chief and can promote the change or nix it any time he wants. So I get what DG is saying; the military is very strict on chain of command. So while he might not have been responsible for the proposal he could stop it right now if he wanted to. Surely he has heard about it by now.

So I see both sides here but the buck does stop with the President.
