The 2% or 4% figure is a percent of money, not a percent of individuals. If I'm reading the USDA site correctly, a 2% trafficking rate means 2 cents of every dollar, not 2 of every 100 card users.

That's only one sort of error/fraud. Some of the links from a previous post explain how they measure different sorts of errors and/or fraud.

I also have anecdotal evidence (shit I've seen, or people I know) that I haven't brought up yet (because, though it might interesting, it doesn't really pertain). When you're shopping at the wrong stores, what sorts of cheating do you see?

I never really cared for the Loganberry. Some people love it, and I like the idea of local things, but it was never for me. Also, I've never been to Tempe and don't see that happening any time soon. I'm glad that Western New Yorkers who have somehow got stuck in the desert can get a taste of home.
