The real reasons Texas can't fit the entire world's population:
-Guns
-Lack of a desire to give up land.

In all seriousness,
-law enforcement/emergency services for that many people
-sustainable water/food resources at affordable prices
-sustainable economy for jobs for that many people in that small of an area
-elections and general governance
-energy
-your mom is already in Texas so there's no more room

Its more then that. You need an infrastructure and there is no way to set one up for that scenario. Keep in mind the 1030 sq ft per person does not allow room for roads, utilities, water pumping stations, government buildings, stores, and so on. Everything would have to be brought from somewhere else. On top of that texas has like every other state non livable areas. So the idea that everyone could live in texas comfortably is fundamentally flawed. Only by means of numbers does it actually work. On the up side sewage wont have to be pumped far to get to mexico.
