as Americans, we enjoy our space, and control of said space. We'd rather drive to a bar in our own vehicles than take public transportation.
Oh, and unless you live in a city, public transportation is almost a moot point. Correct me if I'm wrong, but I believe that we have a higher percentage of population in suburbs and rural areas compared to cities than most other developed nations. we RELY on our vehicles more than most any other country.

The man should be responsible for himself and he should be held responsible should anything happen, as in, if something happens then there should be punishment.
The bar should be responsible for the man and they should be held responsible should anything happen because it gives them that extra incentive to keep an eye on the overall general public to prevent death because of one stupid person.
Simply posting in this thread and saying that only the man should be responsible will not help future situations. Everyone who walks into a bar to drink will all think to themselves, "If I get super drunk, I will make it home just fine." Once they reach a certain limit they don't care anymore. It's not even a thought, the only thought that comes to mind is "another beer please." At this point, someone has to look out for those that are driving on the same roads as the customers leaving the bar. It never occurs to people driving on the roads that "Hey, I might encounter a drunk driver tonight!" This is not something they can prepare for, a simple green light tells them they can keep driving forward without ever knowing that they are about to get T-boned in the side. They will never know what hit them because they will be dead. It could be you, your mother, your father, your sister, your brother, your grandparents, your wife, your girlfriend, YOUR OWN CHILDREN! Forget about the bar, forget about the drunk driver, forget about who should be held responsible for once and think about how you can add more protection to the roads for your own family, do you really want them to die. If supposedly a man in a bar wanted to drink more and the bar cut him off, then what would the chances be like if he would be the one killing your family if the bar hadn't already saved your family from him?
the whole point is, to me, it's not about who should be held responsible, it's about the fear of the one day someone I care about is going about their daily life when it ends. Yes, the drunk needs to learn, but they usually don't till after the mistake, what can we do to prevent the mistake?
