I think the picture shows exactly how big the oil spill is by showing you how big of an area it covers. I think looking at that same picture with the oil over water wouldn't give you as good of an idea as it would showing that it covers entire cities and almost an entire state.

Have a shut off valve on the new pipe but leave it open. If nessecary cut a horzontal slit in the pipe and put a sheet of metal in the slit to slow the flow. Then place the new pipe in place and remove the sheet from the slit. Slide the new pipe as far down as possible and weld it in place once its safe enough to weld. Then close the valve.
The problem is the depth. We can only dive to like 2700 ft in a suit. So everything has to be done by a sub. So the pipe can at least be lowered by the boat and positioned by the sub. I think its going to be a while before this one even gets close to being solved.
