Just like the rum runners and other deadly gangs of the prohibition era, these cartels have formed to capitalize on the fact that a lot of people will get what they want when they want it regardless of legality. There's a reason we've never seen the "Deadly Tide Detergent Runners of south east Mexico!" or the "Tijuana Toilet Bowl Cleaner Crew." It's because these items are perfectly legal and no half smart person would go through ALL the expense, risk, and effort of buying detergent from the black market.

If you made "it" legal, you would destroy "it's" value on the black market. After all, why would someone sneak around in the worst part of town at night to meet a complete stranger who's a member of a gang, and most likely has killed people before. When they could drive to Wal Mart and grab a pack after work for 10 bucks.

Prohibition has never done anything for anybody except increase crime, increase the strain on our prisons and our wallets, and manage to keep nothing illicit out of no one's hands.
    Bang on.

Besides that, anybody that knows their "stuff" usually grows their own or buys stuff that is made domestically, and not by cartels, but by hippies, jocks, entrepreneurial housewives and such. Gone are the days of Mexican bricks of dirt, the "stuff" is now like a micro brew that Budweiser just can't seem to put out of business.
