No one is required to carry all 4 even those that you like to think the law is profiling. I carry 4 forms of id at all times all government issue. Does that make me a noob or could there be another reason i carry them?

And you aren't reading. The DHS stripped his power to arrest people under federal law because he was unfairly profiling, he cannot arrest people for immigration violations. So he is instead using a state law that makes immigrant smuggling illegal and arresting people on that.

You can in some states but its irrelivant to the fact that the forge them.
