If I was in California, I would be a little upset by this. If I wanted to go to school in California and I was paying out of state tuition, I would be really pissed.Sleep, eat, conquer, meditate, repeat.

According to the article, the exemption for in-state rates only applies to those who have already filed an application for legalization/naturalization.
I see this as an acceptable incentive for illegal immigrants willing to begin the process to become legal citizens. Not only does it incentivize doing things the legal way, it also encourages illegal immigrants to get themselves "into the system". As I further understand the ruling, those who are denied or otherwise fail in their applications are no longer eligible for in-state rates in following semesters, and so they default to out-of-state rates.
I think it's effective immigration reform. It neither kow-tows to the hard-line "no illegals whatsoever" stance, nor does it embrace the bleeding-heart "everyone is welcome" crap that has lately been a staple of California policy.
