*unless they're maids, gardeners, or other household servants. That's some fine accountability, Texas.

While possibly worded poorly if you actually read it the reasoning makes sense. All they are saying is if CivilWars the person hires Jose Illegal the person to mow CivilWars' yard then CivilWars is not liable to determine if Jose is legal or not. However, if CivilWars, Inc. hires Jose Illegal to be on staff to be a landscaper then the company is liable to make sure Jose is legal before hiring him.

To go on further for Civil......(Im not saying I agree with this bill)
It is hard for a citizen to have the ability to check on the immigration status of a person as they do not have access to run an individuals background for immigration status.

That really could be solved even easier by dropping the "recklessly" part. Obvious CivilWars the person probably didn't know for sure Jose was illegal, so without the "reckless" part he would be off the hook. Granted the counter-argument is businesses will start pulling that crap in defense to get away from the law (though maybe solve that by forcing a service like E-Verify to be used? that way a business would have to know that the Illegal Honduran they hired, is an Illegal Honduran).
One of the other bills proposed I liked in there:
A third bill would require police officers to ask every person they stop what their citizenship status is.
