So CO2 is going to be considered a pollutant now.....better make everyone stop breathing while we're at it to. All in all, passing legislation based on this report is going to do little to nothing in the grand scheme of things seeing as how developing nations like China have no regulations in place and they are the leaders in CO2 emissions by far and away.

Perhaps it wouldn't stop China but that's not the point. The point is that carbon is being recognized as a contributor to man made climate change.

No carbon isn't being recognised as a polutant. Carbon dioxide is. Two completely differnt things at least we better hope so seeing as all life that we know is carbon based.
