Here's Directive 137. It states that you can open carry in Philadelphia only if you have a concealed carry permit, and that officers can detain you before and until they've examined your license.

Personally no matter what the law if a cop point a gun and says get on my knees I'm doing it. I sort out the issue after. The law doesn't matter except to your family if you have a bullet in your head.
Now there is a serious problem here. Either these cops slept in training or the Philly PD didn't give the right training. Something big like open carry should be taught to all officers. Maybe it's me, but that seems like a big one.

He did what you are taught in as a fire arm owner. Inform the officer you are legally carrying with a license and offer your drivers license and carry license. The cop was an idiot, you can tell by his language he saw a gun and reacted like a panicked citizen would. I dont really think open carry in public is a good idea but if it is legal then the police need to be more aware of it and handle it more appropriately. The citizen remained fairly calm and polite throughout. There was no need for the police officer to escalate to the level he did.
A simple, "Sir, I will need to see your license for that weapon and for your safety and mine I ask that you turn around and put your hands up while I remove your firearm from you."
A little professionalism would have gone a long way in this case. The police can detain and remove the weapon, but starting with an attitude and behaving in such a manner does not reflect well for an officer of the law. The kid was probably planning on an encounter hence the recorder. The cop played right into it and looked like a jackass.
In traffic stops the concealed carry classes tell you to roll the window down and put both hands to the top of the steering wheel. When the officer approaches you inform him that your are licensed to carry and have a gun on your person. Then ask the officer how he would like for you to proceed. I have heard from more than one gun owner that they were pulled over and the officer asked them to remove the firearm and the officer checked it, then checked license, DL, registration and insurance, then returned the gun and let them go.

The cop was an idiot. When an idiot cop draws his weapon and says get on the ground you get the fuck on the ground. The guy was well within his rights but being right is not worth being dead.
The cop was talking to him like he was trash and that is not ok.
I am confused on the whole what to tell the cop thing when you are carrying. About 8 years ago I got pulled over for speeding and told the cop as soon as he came up to the vehicle that I had a permit to carry and a loaded pistol. His response was along the lines of why in the fuck are you telling me that? Did I ask you if you had a gun? He didn't write me a ticket so I am cool but going forward I dont say shit unless I am asked.

Any sub group of Americans reflect the larger parent culture. Assume this and its easy to see why cops tend to be rude, because Americans tend to be rude. If I were a police officer I would feel it a job necessity to give a nod to the possibility that by doing my job well I might very well get shot/stabbed/ran over ect. Police tend to see this chance as unacceptable and as a result get overly aggressive when in a situation when such an outcome is even remotely possible.

Wow.... just wow. Philly PD is full of dumbasses, they didn't even know their own law. They had to make fucking phone calls to figure it out.
Those officers need to be fired and this guy should take them to court. Its police officers like that who give law enforcement a bad name. Good fucking riddance, what a joke of a police department.
