While this is true, the policy shouldn't bear the entire weight of the blame. 100's of the people we trust most to educate the children willingly and knowingly took part in inexcusable activities. These people are not fit to teach (in fact what they did was not only cheat us out of what we pay them for, but robbed the kids of a proper education along the way).
It's easy to stand back and blame the system, but nearly impossible to ignore the idiots taking pics to avoid getting caught. They share in as much of the blame for this.......where was just one whistle-blower who had the best interest of the kids in mind? This shit went on for over a decade.....and the real losers are the kids...they were the ones robbed. Not only did they not get the education they deserved, but what of the example that was set by these so-called adults? Fire every last one of them with extreme prejudice. Make sure they never have the ability to teach again....anywhere. They are liars and cheaters, and have no business teaching anything to the kids. In today's economy, they are far from irreplaceable.

I lived in Atlanta for 27 years and this is not uncommon. When I was in High School in Atlanta, I would leave my Economics class and go to Algebra. Meanwhile the guy that sat beside me would leave and go to reading class. He could read but not very well. There were several times I had to read a paragraph to him or something small. Atlanta if filled with poverty. The educational system teaches at a level that benefits the weakest student in the class and therefor the educational system suffers. This was magnified when no child left behind was instituted. Most of the students that could afford private school shifted into their ranks to achieve the education they deserved. The ones that could not afford private school were subjected to a lower educational standard. This is no surprise that they did this. I am not saying this is right but I think the reasons it occurred are under lying and not what it appears on the surface. If you are teaching to a class with a 6th grade education at best and the standardization tests are expecting a 10th grade level then there is going to be a problem.

Have you ever read the book freakonomics? It contains accounts of teacher cheating in Chicago schools years ago.
