I work for the DoD. I can tell you for sure that if we would stop buying two things that do the same thing, billions could be saved. If we stopped having organizations that did the same thing, billions more could be saved. And if we could fix the stupid GS system to where you could actually get fired for screwing up or not doing your job, billions more could be saved. My solution would be to convert all GS to the GG system. Us GGs can be fired and have to actually do our jobs to get promoted. Once that is done, you could save even more money be using far less contractors because your civilians would have to be able to handle the work or be replaced.
Also, I think it is worth noting that while it is the single largest chunk of money in the budget, it is only about 25% of the total budget. Pensions and health care add up to 45% and need to be trimmed as well. Those are more of a long term fix though since IMHO, once you have agreed to pay someone a pension, you owe them that. All you can do there is to change to a 401k for new hires, which they seem to be moving toward. Health care is something else that could probably be done much more efficiently, but I have no specific ideas for that. nepotism is much harder to pull off in the GG system vs the GS system. Hence my solution. And worse, nepotism is not the worst part of it. Since the GS system makes it almost impossible to fire someone for anything, most managers will attempt to promote someone out of a position to get rid of a problematic person. Therefore, you end up with the most incompetent people at the top making the most money and making the decisions.
Sleep, eat, conquer, meditate, repeat.
