No, but often times it's a combination of different actions that contribute to an end result. One could argue that free health care forms people to expect free things, as per Amador's comment of "gross sense of entitlement". However, one must also look at the past, and we, the developed countries, have been heading down the path where everyone believes you should get something for nothing. This example is extreme, but look at gas companies. People would rather gas companies be driven into the ground then have them make a penny off of their results.
It eventually comes down to people being jealous of other's success, regardless if they consciously think they are jealous or not. Most people can deal with someone making 100k a year, but once you enter the "business owner" world, you are immediately stereotyped because you make a larger profit margin. Some people (like myself) put a ton of hard work into their life, others even more so. However, we're expected to make the same as (or rather, less than some ambiguous number commonly known as "too much") every other Joe blow who passed high school.
People don't understand or contain any respect anymore. Most people believe that they are the best thing on earth since the Spanish came to America. With that kind of attitude rises what you see today in London, people believing they are well within their "rights" to destroy, mame, and even kill others because they happened to work harder and are economically, if not all together, better than them.
