Yes, but the Hell's Angel was not charged with murder. He was charged with a boatload of firearm related crimes, but according to your breakdown he wasn't even charged with manslaughter, let alone murder.
The difference in bail is because of the severity of the crimes they were charged with, along with other mitigating factors such as financial means, flight risk, etc. Murder 1 is the highest and most heinous crime a person can be charged with, and in 99% of circumstances will carry with it a higher bail figure than any other charge. Add that to the fact that no one the Hell's Angel was shooting at died and that's where the difference is. The only dead person was on that guy's side of the line, and the injuries on the other side of the line weren't serious enough to cause death. Villagrana may have many more actual charges, but even all of them combined come nowhere near the severity of a murder 1 charge.
