    First....The article implies that birds migrate to escape cold weather and escape the famine associated with winter. City dwelling birds do not need to migrate as far as cities are warmer and food is more abundant.

    I think it is just contradicting the implication in your question that "instincts" need to be changed in order for behavior to be altered.

    second...Evolution acts on populations not individuals so no one would suggest that evolution changes anything about an individual.
