I don't know if I'd call it a straw man, but it's somewhere between "overly reductive" and "not serious at all".

I used it in it's "not serious at all" mode as the compliment to your assertion that "Boom / Bust cycle (bubbles) is created by regulation not deregulation." - which is, I think, equally Not Serious At All.

Another way to put it: one good joke deserves another.
