I don't know how messed up your foot is, but can you lift? Go to the gym. Work out. Most free-weight routines are probably out, but machines which are designed to isolate (like Nautilus) will be fine. Anything that stresses your foot, well, don't do that.
You said you think you have a stress fracture. Have you had a doctor look at it?
What about swimming? Doing laps without kicking will tire you out right-quick.
Festus' suggestion may also work.
