The article is slanted a bit towards England because it is the BBC, but gets the fact in so it works:

Surprised by the large amount, I know it has been an issue lately (and joked about on other sites sometimes) but wouldn't have expected something that widespread(ish) to be going on. I guess everyone in ever sport is busy cheating these day =p.

Wouldn't be surprised if FIFA was involved in this some how
