They're not creating an OS in the sense that they're creating it from scratch.

It looks like they're leveraging an existing infrastructure (one that was designed to be leveraged).

I'm seriously interested in how this one plays out. Do they have a spec or a recommended hardware config yet?

Probably just ubuntu or debian based. But they are rewriting a lot of important shit. Direct media layer, getting nvidia to fix drivers, heavily rewriting audio drivers, etc. Not just installing steam client into an linux distro and calling it steam os
