I keep wondering why they dont have a refund period on steam.

They do offer refunds if you request. You can't have played the game much and must have a good reason (the game being broken is one example). It is hard to do though.

Yes, it's possible. You have to bug the crap outta them though, asking once won't do it.

For Australia, it's quite a bit worse. A lot of games open for preorder at North America prices, but then change quickly to higher prices. The new Civ game started at the price we get here and is now at ~$80. Australia:digital content::Brazil:foreign-made electronics.

That's because of their government I think. They have all kinds of restrictions on any entertainment especially if it's violent.

Yes, I should have clarified that what I said applied to any game from most any source. There are ways to get around that, even with Steam. I'm glad I don't have to do that rigmarole.
