No they wouldn't. Street cleaners are there to take sand, salt, and dirt/loose pavement off of the roadway. They aren't there to pick up trash left by pigs.

I'd like to see a bounty system. Catch a litterbug in the act and get their license plate on video, and get some credit toward your next speeding ticket, or dollars off of your local taxes. They can take the money from the asshole that thinks the World is their garbage can. Until then, we need more people like the guy on the bike.
