Followup.
Got mom an iPhone 5c (16 GB). Unlocked GSM. My brother and I bought it in an Apple store.
Signed her up for AT&T Wireless. That worked out to $25/month for unlimited talk/txt and $20/month for 300MB of data.
No contract. She gets a bill in the mail each month - which was a requirement (most of her world still operates on paper, getting a bill in the mail is how she's paid for "phone service" her whole life). She's a beginner and so I figured that 300 Meg would be plenty to start, but if she ever gets close to using her quota she can bump up to 1 Gig/month for $5 more. If she ever takes a dislike to AT&T, she can ditch them and sign up anywhere else.
I could have got lower rates if I'd shopped harder among the companies that re-sell AT&T, but I didn't and the reason is hard to admit. There is a BestBuy in the same mall that had the Apple store. I stopped in figuring that their wireless desk would have good info on a variety of plans - and they were just amazingly competent and helpful. Not pushy - they just knew their shit cold and offered mom-friendly explanations and didn't seem to care at all if I bought anything from them or not.
Every BestBuy experience I've ever had in my life was either negative or neutral. If I knew exactly what I wanted and they had a competitive price I'd buy it there while avoiding anyone in a blue shirt.
Since it's an unlocked phone, I needed a SIM card. Their charge for that was $35, and I said "That seems like a lot" and the guy talked to someone else for 20-seconds and then comp'd me the charge. I didn't bitch or complain, and I was ready to just pay it, but in the end they offered it to me for free.
Somewhere in BestBuy there is at least one person who gives a shit. I don't know what BestBuy's cut is when they sign someone up, but on that day they earned it.

Yeah I generally avoid talking to best buy employees too
Even worse is the direcTV employees patrolling the store trying to get you to switch to them by wasting your time with predatory conversation tactics.
Employee: hi, are you happy with your cable provider?
