I'm pretty sure he's a slightly older version of Theo Galavan from the Gotham tv show. Illinois has it's very own supervillain.

Not yet. I'm sure it'll happen though.

Just came to mind as I was watching his press conference about the cop charged with murder for killing a 16 year old kid with a knife. He wasn't walking toward the cop, but the cop put two in him which dropped him and then 14 more just for good measure after he was on the ground. Happened last september but they released the dash cam video today.

Maybe he thought he was Zsasz? Dude can throw a knife real well...
