Do with them what you will. I grabbed a free Tech font online for "CivilWars", cropped the image you linked, and used whatever the default Sans is in Gimp for the bottom text, scaled to 200px high, and exported to PNG (uncompressed). Whole thing took between 10 and 15 mins.

The sad thing is that, given 2 hours, it wouldn't look that much better. My image editing skills are slightly above 'remedial', and the only place I really claim some competence is in the vector world.
There is an issue with the image you linked. You want 800x200, but the source isn't 4x1 ratio - even after I cropped off the top and bottom it's not even 3x1. So not only did I fail to meet your spec, I also removed the text (presumably the author's sig).
